Keizer's fence rules, in plain English
Keizer has its own code — it is not governed by Salem's rules despite sitting right next door. And it contains one exception that most homeowners never find, which is worth real height on a corner lot.

Permits. A building permit is required over 7 ft, or over 8 ft for chain link. Over 8 ft you need the permit and a variance. Keizer Community Development: (503) 856-3441.
Watch out for the old code PDF. An outdated copy of Keizer's code is still floating around online saying three and a half feet and "permit over six feet". Both are superseded. The current figures are 4 ft and a 7 ft permit trigger. If a contractor quotes you the old numbers, they are reading a stale document.
How height gets measured. From the average elevation of finished grade to the highest point of the fence — except when measuring for vision clearance, which uses the top of curb, or the established street centreline grade where there is no curb.
Vision clearance — §2.312.09. No fence or structure may sit inside the vision clearance area at intersections and driveways. On a corner lot this is usually the binding constraint, not the height limit.
Prohibited materials. Barbed wire, electric fencing, broken glass, wooden pallets, tarps, corrugated metal and spikes are all out in residential zones. Agricultural uses are treated differently.

Questions Keizer homeowners ask
How tall can my fence be in Keizer?
Eight feet is the overall maximum. Within 10 ft of any property line that borders a street you are held to 4 ft — but a side- or rear-yard fence can exceed that and run up to 8 ft if it stays at least 3 ft back from the street property line. That exception is written into the same subsection and it is regularly missed.
Do Salem's rules apply in Keizer?
No. Keizer is a separate city with its own Development Code, and the two are structurally different — Salem uses an 8/6/4-foot pattern with a see-through requirement out front, Keizer uses a 10-foot street strip with a 3-foot setback exception. Being told "same as Salem" is a sign someone has not read Keizer's code.
When do I need a permit?
Over 7 feet — or over 8 feet if it is chain link. Above 8 feet you need both a building permit and a variance from Keizer Community Development. Anything at or under 7 feet needs no building permit, though the height and vision-clearance rules still apply.
Can I put the fence right on the property line?
Away from streets, generally yes — but you need to know where the line actually is, and it is worth agreeing it with your neighbour first. Inside the 10-foot street strip, a taller side- or rear-yard fence has to sit 3 feet back.
Are you licensed and insured?
Yes — Oregon CCB #257281, and insured. You can look the licence up yourself on the Oregon Construction Contractors Board site. Oregon requires contractors to put that number on their advertising, so if you're comparing quotes and someone doesn't show theirs, that's worth asking about.
