Corvallis's fence rules, in plain English
Corvallis is the most nuanced of the valley towns: a 4 ft baseline along any street, then two separate routes to 6 ft on a corner lot. Which route you take depends on your lot size — and it works the opposite way round to what most people assume.

Permits — and the engineer requirement. At or under 7 ft, no building permit. Above 7 ft you need a building permit and the fence must be designed by an Oregon-licensed engineer. That is unusual among the valley cities and it changes the cost of a tall fence considerably.
Retaining walls and hedges count. The front and exterior-yard height caps apply to hedges, walls including retaining walls, and berms — not just fences. Stacking a fence on a wall is measured as one thing.
Get your zone first. Required front and exterior yard depths vary by zone, and Planned Developments can add their own fence restrictions on top. Development Services: (541) 766-6929. Until you know your zone, the 6 ft routes cannot be applied with confidence — we will check it with you.
Materials are mostly unregulated. Corvallis does not generally restrict fence materials — the exceptions are Historic Districts and Planned Developments, where wood versus non-wood matters.

How tall can a corner-lot fence be in Corvallis?
The baseline along any street is 4 ft, and there are two ways to 6 ft. Either set it 5 ft back with a 5 ft landscaped buffer on the street side — available on any lot size — or, if your lot is under 5,500 sq ft, build 6 ft right at the property line. Note the direction: smaller lots get the easier option.
I was told 6 feet only applies to bigger lots. Is that right?
It is backwards. The 5,500 square foot figure appears in the code only as "less than", and it opens up the option of building 6 ft at the property line on small corner lots. Larger lots still get to 6 ft — they just have to use the buffered route instead.
Do I need a permit?
Not at or under 7 feet, away from street-facing yards and vision triangles. Above 7 feet you need a building permit and an Oregon-licensed engineer to design it. That is worth knowing before you set your heart on a tall fence.
Does my retaining wall count toward the height?
In the front and exterior side yards, yes — Corvallis applies those caps to hedges, walls including retaining walls, and berms. If you are fencing above a wall, the combination is what gets measured.
Are you licensed and insured?
Yes — Oregon CCB #257281, and insured. You can look the licence up yourself on the Oregon Construction Contractors Board site. Oregon requires contractors to put that number on their advertising, so if you're comparing quotes and someone doesn't show theirs, that's worth asking about.
